How do you enable your party members to use their focus abilities?  I saw a tip card that says they are disabled by default, but I can't find the setting to enable them.

If you go to tactics and find the ability you will see that there is an X there.  Click on it and select to use it.  Thing is I am really not sure if I have ever seen them use it on their own.

Can't be entirely sure but I think I've seen my party popping to full health all about the same time on dragon fights with no pots. That can only mean Viv cast her focus ability.

Maybe it differs by particular ability, but I feel almost all of them require assigning them to an ability slot and taking manual control of the party member - which is probably as it should be, because I'd be pretty annoyed if the AI automatically used a Focus ability and depleted their meter at the wrong time or on the wrong target.

See, I always change the default so that all chars except for my quizzy can use their focus abilities and any other ability automatically.  I'm pretty specific about when I want to pop off a rift, but I figure Sera can pick when she wants to use thousand cuts because she is mostly a grown adult.  LOL.  However, having said that, I find that they tend to not use them as much as I would use them and end up tac-camming over to them and using them anyhow.

 

You can change the setting from two places.  the tactics screen if you scroll down to the ability and change it to used or preferred or the screen where you map abilities to your chosen 8.  You can turn it on by hitting the square button on the PS4.
