As the topic says, is there a way to reunite Celene and briala without executing gaspard? I found the locket, showed to the hand maids and briala etc. Just wondering if it's execution or nothing ( I kind of feel bad for the guy and I don't know why!).

All three isn't even slightly innocent. Celene and Briala, they aren't exactly a paragon of virtue or saint tbh, and both have the blood of an innocent on their hands, and tbh Celene probably murdered more elves compare to Gaspard. She did burn the entire Alienage in Halamshiral just to win the nobility's trust to save her own skin, and ensure her power on the throne.

Celene also murdered Briala's parents and lied about it to her years while having relationship with her That's why I'm not very into getting Briala and Celene back together.

I managed to extol the virtues of Briala while getting Gaspard sent into exile, and his sister to a cloister in some remote Chantry where she opined that she would die of boredom. Maybe they weren't exactly, reunited but I didn't get Briala condemned and she had promised herself to me as a future contact in Orlais if I needed a favour or two. How did I get her on that path? It was after I took care of that Scaramouche character who was the assassin draped in a white spotted hankie! "My male character is a sucker for mysterious hot elven chicks from the days of BG! BTW I did rescue the elf she set up to be killed so I had her "in the safe" if I needed her at some point in the future 

As for Orlesians? I agree a load of strutting peacocks and as Jarl Ravencrone of Skyrim said "Be wary for you walk among adders!"

I can honestly say I found this mission to contain Ocarina of Time water temple levels of frustration for me but at the same time I think it was well done in the sense that it gave a good impression of what playing the "great game" would be like. You can't walk away with everything, just more than the other guy. 

 

I can't remember if i got Briala condemned or not (got a phone call at that moment). If I credited Briala with helping stop the assassin and convinced Celene to exile Gaspard instead of killing him does that mean Briala is still kicking around?

No, it's not possible. The only option close to it is arranging all three to rule together under your control as puppets.
