heal on kill weapon uprades

I see posts telling people to go for "heal on kill" upgrades for weapons, but what materials have that attribute and what do I have to salvage to get them?  I have salvaged hundreds if not thousands of items (including high level rare and unique ones) and haven't seen that ability on any of my crafting materials.

The three tiers of cottons will give heal on kill effects.

The offence ability for the cottons has "%chance to heal on kill".  If I am already healing 10% of health on every kill from the superb ring I have, then what does an extra chance of healing do?  Is the word "chance" incorrect and cotton actually gives a % heal on every kill?

Okay, when I actually went to craft upgrades with cotton, the word "chance" wasn't there--it just gave a % heal on kill.  However, the only weapon schematics that use cloth in the offence spot are the tier 2 staff grip and the tier 1 staff blade.  Using tier 3 cotton for both upgrades, that adds 8% heal on kill to a staff (4% for each upgrade).  Would that stack with the 10% heal on kill ring for a total of 18% health with every staff kill?  Does the heal on kill for a staff apply just to basic attacks, or to spells also?"  BioWare should have thought about not being so ambiguous with so many aspects of this game.

Cotton, Imperial Vestment Cotton, and Lustrous Cotton all provide HoK (Imperial Vestment Cotton has the biggest bonus, Lustrous Cotton is in the middle, and Cotton has the lowest).  I'm pretty sure that it stacks, iirc.

 

As for whether it's just basic attacks or spells as well.... I'm not entirely sure.  A lot of the time, it seems like it only works with basic attacks and some spells (mostly non-AoE spells like starter Winter's Grasp), but other times it works regardless.  I think that the HoK is bugged, tbh.  Sometimes it works, sometimes it doesn't, and sometimes it's very picky about which types of kills count for the HoK.  No idea whether this is only off-host, though, since I primarily play off-host and rarely bother with soloing as a mage with AoE spells (mostly Keeper and Arcane Warrior).  As for my Elementalist and Necromancer, I threw Death Siphon on both of them so I wouldn't be able to test it very effectively myself.  Hopefully someone will take the time to test it on-host and clear this up.

It's just the cotton tiers like everyone has said. I've only seen HoK available for the staves so far.

 

It does stack with the HoK ring and Death Siphon as well. It doesn't matter if its a basic attack kill or ability kill it's all the same. As long as you get the killing shot it counts. It doesn't count if you injury the enemy and someone else kill them, you need the killing damage.

 

That's just my experience though. It is possible for it to bug out and not always work, but that hasn't happened to me yet.

Tested HoK with my archer yesterday.
Used Trepaner's Requital. (which causes enemies to explode when killed)
Every explosion healed.
