I hope you all know that you can currently promote lvl 1 to lvl 9 for free instantaneously by running Perilous with one of your lvl 20s in a Private Group. Once the group clears most of Zone 5 when there's just a couple enemies left, let your team know not to kill them and then you can quit the match switch to a lvl 1 and re-join, finish off enemies, and your level 1 will gain all exp for that match making him level 9.
This works with origin friends list/pc....not sure about consoles? I don't see why not though since you should be able to make private games with consoles on your friends list.

Why do you hope we all know this? And, not to troll, but it's hardly "instantaneous"; although it is easier and more fun than running the lvl 1 through the same perilous match.

I think you answered your own question. The OP wants to pay to have a level 5 on the go all the time...if you use this method, you will always have a level 9 on the go without having to pay EA/Bioware for that privilege. No need to play level 1 at all, and I never do.
