There wasn't a Chant of Light in Shartans time.
This was something I forgot to say in my big speculation post of doom above. But yes, indeed, the Chant of Light is a collection of transcribed songs and teachings by Andraste, and they were written down, reinterpreted, rewritten, added to, deleted from and generally collected into their current form over a long period of time. The Chant of Light didn't just spring up out of nothing the first day Andraste opened her mouth.
In addition, in response to "It's highly unlikely an elven god would share that faith" - au contraire. Solas has some ambient dialogue with Cassandra (and indeed there may be other instances of him talking about this I haven't encountered) where he discusses whether he believes in the Maker and he declares himself open to any and all possibilities. It's a very interesting conversation.
Indeed, if he was actually there at the time of Andraste, he'd have more information than anyone we've encountered so far about any truth behind the myth of the Maker, and so he may be aware that the Maker is something he can certainly 'believe' in because it isn't the all powerful creator being Andrastian religion holds it to be. For example.
But remember, Shartan was stricken from the Chant and the Chantry for most of Andrastian history. And also remember, the Chant and other histories are regularly altered, reinterpreted, justified in relation to the various power balances of the day - so we have no reason to take what we 'know' about Shartan (or Andraste, or the Maker, or the events surrounding Andraste's period of rebellion, or her teachings, etc) on face value. In fact, it would be foolish to do so.
