Does Ice Mine trigger Ice Armor?

Apologies if this has been asked before, but does anyone know if an untriggered ice mine counts as a "persistant cold spell"?  So could I place an Ice Mine, stand on it, and get the benefit of Ice Armor even if no enemies are nearby?

 

(I expected that having Ice Armor would give me a little icon above my toolbar, sort of like Mana Surge, which would make it easy to test: just stand by a truly frozen enemy, see what the icon looks like, then later place an ice mine and stand on it and see if I get the same icon.  When I tested this, though, I don't see any little icon either way, so I'm unsure how to tell if Ice Armor is active.  Sometimes my character appears encrusted with ice, but the effect is intermittent and unpredictable, so I'm not even sure if that's Ice Armor or something else.)

I think it does. I recall it triggering this way, though it may be a bug.

I have since realized that I am an idiot: I respec'd a little while ago and somehow managed to skip taking Ice Armor at all: no wonder it hasn't been proccing.  /hangs head in shame

 

Guess I'll have to test this again once I gain a level.

 

EDIT: Alright, leveled, tested it: it totally works...sometimes.  You can clearly tell when Ice Armor is active by both an icon above the toolbar, and by the "ice encrusted" look of your character.  Sometimes when I stand on the Ice Mine, it works instantly (even when I'm out of combat and there are DEFINITELY no other ice effects nearby), and others, it doesn't matter how much I jump around on or near the mine, Ice Armor doesn't trigger.  Not worth the mana or trouble imo, especially given that all the moving around negates Winter Stillness.

I remember it being glitchy. Unfortunately, ice mine, ice armor, blizzard, ice wall are all inferior to other mage skills. The lack of damage makes your mage less survivable because the little defense that these skills do bring is so pathetic that a more damaging skill brings better defense in the way of killing fast. (fire mine, immolate, firewall, chain lightning, static cage, etc, etc) 

 

Even mind blast and dispel outclass the bottom ice tree for their superior utility

When you have Ice Mine upgrade it does trigerrs Ice Armor (I think)
