For DW, Tempest is the best by far...

I just started one myself and so far first thing I went for was knockout powder + mercy killing, made the beginning levels incredibly easy, I've since worked my way to throwing blades. For armor I have I forget the name, it has no upgrade slots but has defensive metal slots for stagger which is clutch, usually staggers the enemy on 1 or 2 hits. I'm playing nightmare though solo, so this may not bode well for having a group, because if one of your teammates hits an enemy you put to sleep it'll wake up screwing up your plans.
Flank Attack + Skirmisher (its upgrade) is the most important one to get.
Skirmisher has given me more utility than specialization skills, more than sundering, more than movement abilities.
It's permastealth on an 8 second cooldown. In a pinch, you can kill orange- or red-level enemies entirely from stealth by chaining Flank Attack. More importantly, a lot of the good DW abilities are quite expensive (i.e. you have to go through Caltrops for Looked Like it Hurt and Cheap Shot, and you have to go through Explosive Shot to get Pincushion). Having permastealth makes it easier to blast through those awkward teenage levels by sneaking into high-level areas and doing their non-combat quests.
Once you've got Flank Attack and its upgrade, move on to movement, the right side of the daggers tree, and sundering/armor pen abilities.
Movement because (1) you do 0 dps if you're not close enough to hit an enemy, and (2) movement is the rogue's version of barrier and guard. A rogue should have enough movement to not get hit. Sundering is important because some of the biggest threats have quite a bit of armor. Fifty armor seems low, until you realize it cuts off about half of a T3 dagger's base damage.
And of course the specialization skills tend to be quite good.
Finally, it's a massive point investment, but consider grabbing Pincushion from the archery tree in later levels. It works on daggers, and daggers have a faster attack speed than bows so DW rogues actually get more use out of it. Very useful for Tempests, since your focus ability and your lightning flask both let you do a ton of hits in a short amount of time.

i prefer the Assasin. The combination of Mark of Death + Hidden blades + something else for extra damage + activate Mark of Death does an insane amount of damage and you don't need to use the focus skill (thus leaving your focus free for quick dragon kills).
Having stealth with the passive that makes automatic crit hits when attacking from stealth is also good for doing a lot of damage with DW rogues. Also, you can stealth to your enemies' archers to kill them before they have any time to attack your party. I found this to be really useful against large groups with 2+ archers.
