Yeah, I got it there, it's one of those special items so, it's random when it will show, just keep loading in there every so often and checking.

One more thing, have anyone encountered a Masterwork Battlemage staff grip? I cant seem to make it appear at the merchant's shop. Is there a specific merchant where it is exclusive too? or is it just a random tier 3 chest loot?

The grip and blade are also the same merchant. I usually get them within 3-4 load ins after getting the staff.

That's odd. So far, I have only encountered a Masterwork qunari staff blade, masterwork sten sword grip and a masterwork etched greatsword grip at Suliden's keep merchant. So far ,after purchasing those 3 items, the merchant keeps on restocking random weapons and never again I have seen a special offer weapon upgrade schematic.
Is there a limit of how many special offer items you can buy per merchant?

Up to now the word was that you only obtain the Archon Staff through Iron Bulls personal quest if you let his people die. You loot the mages afterwards and find it there.
It's very interesting if it pops up for purchase as well.

It doesn't drop during Iron Bull's quest. It's the reward for a war table operation at the end of a very long chain unlocked if you sacrifice the chargers.

I just bought it there 2nd time back. Next time it's TSL right after Deft Hands, for me. Usually by the time I get it, it's too late to be much good.

Unless you're leveled enough to take Suledin Keep right after obtaining Deft Hands, it won't do you as much good as some other perks. Really, you don't need The Short List until after you have access to the Hissing Wastes merchant and Suledin Keep, so I usually get Forward Scouts, Tempered Glass Flasks, those two focus perks that open higher tier focus abilities, that one that gives you +10% to the various resistances, and More Healing Potions first. I do make sure that I tell Lord Berand to go home to recruit him for Connections rather than Forces, though, and I always get Skywatcher and Fairbanks early on. I try to manage it so that I don't have to take any perks in connections apart from The Short List. I forget who that fourth agent is, but it's been a CRS kinda day.
