How much crit chance?

I've been reading and seeing that there is a debatable amount. I have for my Tempest 31%. I'm debating on whether I should give my armor upgrade more cunning for high crit chance or go all out dex.

That's a trick question! Or at least there are two parts: whether you would benefit from higher critical chance, and whether you want to use cunning to increase it.

 

Keep in mind there's no "sweet spot" for crit chance. Instead, you can only prioritize your attributes based on how much you benefit from them. Even so, there are a few "ifs" to consider:

  • If you are using the Sneak Attack ability (mostly for dagger rogues, but I guess some archers may go for it), then you only need a maximum of 50% crit chance to achieve guaranteed crits, as long as you general take advantage of flanking bonus.
  • Generally speaking, both Dex and CC will give you similar amounts of damage. So you can equally value both (utility vs offensive sockets).
  • An exception to the previous rule is when you are using abilities that take advantage of crit, such as Looked Like it Hurt, or if you have an artificer in the party (Varic), in which case you definitely want to favor CC over Dex, that is, to favor offensive sockets over utility sockets.

Regarding the second part of your question, cunning is not an attribute to invest as a rogue. Essentially, half the value of cunning goes to "ranged defense", which is a waste. In certain situations, you might benefit more from Armor Pen, Attack and even Flanking Damage.
