So I did a search (and besides the search function not liking me) I didn't find a good answer on this subject so I thought I'd jump in with my own.

So, when did Solas give Cory his orb?

When I first played the game, and got to the ending where Solas confesses he gave Cory the orb after waking up and being to weak to use it, I assumed that the handing over of the orb was a recent event. Something that happened since Hawk killed Cory the first time. But as I pondered the nature of the fade, the ancient Elves, the statements that in the past the Fade and the "real" world use to not be separated I started on a new theory.

What if Solas gave Cory the orb a long, long time ago? What if the orb was part of Cory's first foray to the black city?

So way back in Ancient Elven time, Solas locks, traps, tricks, the Elven 'gods' into some form of captivity, separation, sleep. Some time after that event, Solas himself goes to sleep. As a direct, or indirect consequence of his actions, the fade separates from the 'real' world. With the separation of the fade, the Elves go into decline and Tevinter rises. (this goes with the theory that the fade is the source of all magic and why the Ancient Elves were so magical.)

Now Solas wakes from his slumber and sees the state of the world. With the fade separated from the world magic is very weak, he is very weak. The Elves as he knew them are gone, and the most powerful magical people in the world are the Tevinter mages. Now we throw in the theory that the black city is really Arlathan in the fade, and we suggest that Solas want/needs to get there to try to bring the fade back to the world. But he is too weak, so he approaches Cory with the orb. But instead of helping Solas, Cory and his buddies do their own thing and we get the story we already know of them assaulting the golden city.

So there's the theory, Solas gave Cory the orb a long time ago. Cory's attempt to use the orb to reach the golden/black city in DA:I is only his latest attempt, not his first.

You are forgetting the anchor.   The two things form part of a set.    Had he used the anchor in the past, then presumably it would have fused to him as it does to the Herald.   Something about the ritual at the Temple of Sacred Ashes was to do with activating the anchor and "claiming" it for his own.   The Herald interrupts the process mid ritual and ends up with the anchor instead.    At the end, the Inquisitor has so tuned themselves to the anchor that they are able to wrench the orb from Corypheus' control.   So I think his acquisition of it was a recent thing, since his release.

A better question would be to ask "Why did Solas wake up when he did?"

Although, if the anchor is a physical thing, then maybe every time Cory body hops he looses his connection with the anchor and has to "reclaim" it.

At Haven, Cory also mentions that his plan to create the Breach was something "years in the making".  Given that he could have been broken out of the Grey Warden prison as recently as only four years previous, that seems to imply that he got to work with the Orb pretty quickly.

I think the Orb was probably the final piece to his puzzle to try and take over the world.  Or tear open the Veil.
