Never been able to find it.
The pattern is the Keen Felandaris vitaar. According to the wiki, it is a random loot from a Footlocker in Celene's bedroom in the Winter Palace during the quest Wicked Eyes and Wicked Hearts.
The specific picture you posted might be a mod with different colors, though. I can't find that coloration anywhere else.

That's not a mod. It's one of the first scenes from early preview builds (probably late 2013).
