That makes sense as Bonny gave me some long speech about expansion and I wondered why there was no outcome. Will do the Short Lists Perk next and see if it becomes visible!!!
It not the short list perk. You get Bonnie if you talk to her and accept her offer to join, when you visit Val Royeaux the first time. You get another merchant by doing the "Power for Price" war table mission. I've always gotten Bonnie without the Short List -perk. That perk only makes rare items available.

Firstly, you have Bonny Sims confused with Belle. Belle is the agent you can acquire in Val Royeaux ("Barter by Belle"). She has nothing to do with Bonny. Bonny will automatically appear at Skyhold for all players.

I wonder if they're going to add one later on (though highly doubt it due to coming dlc) and not leave it as is. Or maybe they were going to but ended up removing it, like some many other things.

Mind you, the shop in Crestwood village doesn't have a merchant either (or a guard dog that makes change).

In my game the black lady is in the village shop. At keep shop there's a white lady, wearing a dress with a fur collar. Isn't this the same for everyone?
Well... that's certainly strange. In four playthroughs of the game, I've never had a shopkeeper turn up for me in the village. The store is perfectly accessible but there's never been anyone there. Secondly, yes "The Short List" is the perk that makes rare items available. But in addition to that, it has the cosmetic side effect of making what looks to be a shop appear in Skyhold next to the guy who sells influence.
But it can't be interacted with. It's just the graphic of a shop. Presumably, it was intended to be attached to the "invisible" shop the OP refers to.
Now, when you have both the Short List perk AND you've completed the operation for the invisible shop, you end up with a functional, visible shop. Wonky, but there you go.

Thanks for posting the pic, Chard. I don't know. Maybe performance considerations on old gen consoles prompted them to cut nonessential NPCs?
Could be. But that could also mean a possibility of even more cut content and that doesn't sound very nice at all. I agree with you, it would be interesting know if it's the same for other 360 users.
Wow that generated an interesting set of comments!!! Thanks guys for replying and contributing. Couldn't get short list perks yet had to purchase another in that section first and now I have blown all my money LOL :-)
Well now I'm wondering how many other NPCs aren't appearing in my game. Hopefully another xbox360er will turn up so we can compare notes.
I can verify that there is no Crestwood Shopkeeper on the 360... I couldn't really comment on what other npcs are not present in the 360 version, though.
