Can anyone tell me who Talwyn's voice actor is? 
He can be found in Redcliffe village in the tavern during "In hushed whispers".

Is he a tranquil or one of the mages who expresses doubts?

Here is what wiki says:

 

"Talwyn is an NPC in Dragon Age: Inquisition. He is found in Redcliffe's Tavern and can be talked to for a different perspective on Tevinter's presence on the town.

 

Talwyn dislikes the Tevinter approach and wishes for the re-stablishment of the Circle of Magi. If Vivienne is in your party, she will comment.

Talwyn will also comment the alliance with Tevinter was strangely quick."

So..I dont see his name on the Agent List....that mean it isnt the Tranquil . The name..it must be the bald Mage by the door ya meet . But once ya move and get Skyhold..he isnt there anymore . I just checked in my game...
