Male/Female Shapard will do in this question , for me these characters will always make it seem like their real close to Shepard both male and female versions.

I'm short on time atm so I can't explain why but for me these are my choices on who I would consider Shepard's best friend during the whole series. Although I believe Joker's shine in friendship only started in ME2 while Kaiden and Garrus happened in ME1 (Kaiden more long term then Garrus). If the whole Saren thing didn't happen it's sad to say I don't even think Garrus and Shepard would have met.
To me I believe Kaiden is Shepard's best friend , they have their ups and downs and tbh they just feel more natural together. Not to say you don't feel the friendship with Garrus oh hell no lol in ME2 and ME3 you can totally feel the respect they have for one another and Garrus to me would have taken the spot , It's just I felt nothing between them in ME1 maybe I didn't look into it hard enough.
Those are my choices , so what are yours? I never ever took Ashley so I don't know how she treats Shepard. Wrex seems like he respects Shepard although I don't know how Krogan treat friends or if they even consider people friends.

None of the above.
My Shepard doesn't really do friends in that sense. Miranda is the person who knows him best, not only as a lover, but as a professional and as a kindred spirit. They'd be friends even if they weren't together. As it is, she's the only person who can really read him.
Javik is also another person who can understand what and who Shepard is.
As is the Illusive Man.
For my Shepard, there are only a few people that know what he is and understand him. I look at my Shepard sort of like warriors look at each other, in the classical sense. The respect of your adversaries, as someone who knows you like only one like you could. It's how he and Miranda got together. It's how he and TIM respect each other.
I suppose Joker is also a friend in the more conventional sense, for what it's worth. Back to the warriors respect thing, Zaeed. And Grunt. And several Krogan and Turians. Thane was also the person who was a close friend, and was among one of Shepard's few trusted acquaintances.
I'm the kind of guy where the friend is someone like the Romulan commander in balance of terror, someone who is an equal, a peer, a fellow warrior worthy of respect.

My canon Shepard's best friend is Kaidan, but he's also his boyfriend so does that count?
If not, then Garrus is my Shep's best friend.

It really depends on how you play it out, but seems like Garrus was intended as such by the writers. The VS serves as a backup in case Garrus doesn't work out.

Personally I both like and respect Wrex, thus making him my Shep's bff. I like Garrus but I don't respect him as much because I feel he should stand up to Shepard in certain situations. I respect the VS for standing up to Shepard but I don't find either of them as interesting as some of the other characters. Wrex stands up to Shepard when appropriate and is also very likable IMO.

My femshep's best friend would be Miranda and would consider her to be a sister
And of course Samantha is her love interest and the one she likes playing chess with even though she loses all the time
Other's she would consider a friend are Ashley, Zaeed, space hamster, James and TIM from ME2

Depends on your playthrough. You can even ignore Liara to the point that while she still fixates on Shepard, he doesn't really act like she is at all like a best friend (though experiences like LOTSB can kinda go against that a little, even when acting the most platonic).
But still, the ones most likely to be considered friends to even the most anti-social Shepard (and therefore would be best candidates for best friend), in no particular order:
-Joker
-Garrus
-Liara
-Virmire Survivor (kinda)
-Wrex (kinda)
-Tali (sorta)
I'm not counting the love interest stuff.
ME2 squadmates seem to be set more as friends (normally), but not as much best friends.
ME3 squadmates (EDI, James, Javik) have enough of a detachment (in each of their own ways) that none of them qualify as best friend.
Normandy crew aren't at all best friends, though one may be able to to headcanon Chakwas as possibly such.
So yeah, Shep's best friends in ME1 may not be anyone, but over the course of the trilogy, and by the end, it seems that his SR1 original allies are written to be the highest prospects as best friend - particularly Liara, Garrus, and Joker IMO. It is hard for Shepard to NOT be friendly towards these ones.

OKAY, that was the more objective answer, but in my playthrough, with a Shepard who tried to be more like friends to most characters, I'd say his best friend (and this includes LI) was Kaidan. But this also is hard to rank, as he's so damn friendly by the end.
I try to make my Normandy the least like a military ship as possible, while also acknowledging its relationship to the Alliance when I can (I don't totally reject it). I welcomed the increasing options to consider the Normandy a home, though I didn't agree with the level of attachment to it that the Citadel DLC seemed to propose by default. My point is that those of the Normandy are Shepard's family, one way or another.

Kaidan is usually my second choice for LI.
Kaidan is the only LI who doesn't have parental issues.

Okay. So, in my mind, Shepard's best friend has to be Garrus. I mean the guy is with you since the beginning. Always has your back. Cheers to him. Tali is similar though she is my LI so I'll give the BF title to Garrus.
Now then, all that being said... taking my personal feelings out of it as much as I can... I have to say... Thane is the best friend Shepard has. While Shepard was locked up, where were the others? Hell if I know, they parted ways after the suicide mission apparently. Most of the squad don't even know what happened to Shepard. You get stuff like "hey Shepard, thought they locked you up or something". Great friends!
Thane however? Thane is the ONLY character who actively sought you out and tried to get in contact with you. You find out that he tried for a long time to get a message to you but the Alliance were filtering everything. He was the only one who gave any kinds of ****. Where as everyone else, even Garrus and Tali, didn't seem to do anything at all. Didn't even seem to faze them, really. Thanks, friend, thanks LOVE INTEREST. Such caring!
So thats my answer: Thane. A true friend who tried to be helpful to Shepard even when he was ill and dying. May you find peace in those gentle waters, my friend. You're sorely missed.

I have my crazy theories about this all, but Shepard being in lock up and so few 'friends' seeming to care...
Damn.
He really just go into peoples' lives and do whatever, then leave, and everyone moves on.
I would never consider most of the 19ish squadmate options to be Shepard's best friend. Often, they're barely a friend. But Shepard can still care. And they can care back. Just not enough to fit the 'true friend' qualifier. At least not until the very end/Citadel DLC. ME2's events were still, in many ways, just a job - albeit a special job.

Next would probably be Tali. I loved talking to her in ME 1 and she's also been with Shepard the longest. I consider her my Shepard's girl BFF.
I would have included Ashley, but to me, she didn't know Shepard at all if she thought she joined up with Cerberus. Of course, we patched it up in ME 3, but it wasn't the same. I still liked her better in ME 1.
And I wanted to add something about Miranda because to me, she was the only character that started out as a real b*tch (Jack doesn't count cause I liked her right off the bat) but who I ended up trusting in the end. I mean, I expected her to betray me at every turn in ME2 right up until after killing the terminator and facing the Illusive Man during the suicide mission. She basically told him to **** off and that she was resigning from Cerberus. I thought that was the coolest thing she did and we were friends for life after that. I liked their girl bonding in the Citadel DLC.

If his LI Miranda is excluded from the equation, then my main Shep would probably consider Garrus his closest friend.

I only played a male Shep so far, and for him definitely Kaidan. The way they interact with each other is what I value in friendship - they have their ups and downs (well, Horizon only mostly) but always stick together in the end. They also went from being bros in ME1 to lovers in my ME3 playthrough, and I enjoyed it immensely, they are just so natural together. I have probably never seen a better friendship arc, they trust each other with their lives and it really shows.
Garrus is close second, but he's waaaay too much into calibrating
The shooting scene in ME3 and their Goodbye at the end was particularly great for me and Garrus felt like a real friend.

Tali and Garrus were both roped into positions of authority by their governments while Liara was pursuing a personal vendetta. Meanwhile Wrex proactively did what it took to save his people no matter how hard they fought him.

Garrus. Wrex, Liara, Joker, and Tali are good friends as well but Garrus is the one that sticks by Shepard in all three games (sure Tali is in all three games as well but she doesn't join up until late in both ME 2 and ME 3)

Garrus is both my Shepards LI and best friend, other than that tho it's a toss up between Liara and Miranda. Liara mostly beacuse of circumstance, she always felt like a little sister following me around and she keeps popping up every 2 seconds in ME3 so they're best friends now? I guess? Atleast that seems to be the way Liara sees it. Besides the final goodbye with her as a friend is kinda sweet.
Miranda mostly beacuse of the Citadel DLC and ME3, she has a massive stick up her massive bum in ME2 and is pretty dull and uninteresting but i absolutely loved her content in Citadel. Felt like Shepard and her really bonded. If we'd seen her more like that through out the series she'd easily take the cake as my Shepards BFF.
Tali,Wrex and Ashley area also worth mentioning but i wouldn't say best friend, and Ashley is dead.

I felt the same about her in ME2, I only romanced her so I could dump her again. So I broke up in ME3 with her and as a result she died. I definitely need to do a playthrough where's she's still alive in ME3, I'm curious now about the Citadel stuff!
