Title says everything, Genlocks are Darkspawn that were born from a Dwarven Brooodmother, so Dwarves CANT cast magic, or they can and it have been forgotten? You all remember Ostagar? The tower in there with that Genlock Emisarry? Well what do you think? A "mere" mistake? I think not.
So how Genlocks can be emissaries?

There is magic in the taint. Instead of drawing on the fade they draw on the taint.

Genlocks aren't dwarves. They have been altered by the taint. Also, the magic they use may be of different kind than the "normal" variety.
