Did Flemeth end up binding a non-WoS Morrigan anyway?

My IQ drank the WoS in a DAO Warden sacrificed storyline. I was initially happy with my WoS decision when I found out about Flemeth, but that feeling was shortlived because during the reveal: Flemeth walks up to Morrigan and looks like to cast some sort of spell.

 

I know its implied that spell was to summon the dragon, but why cast it on Morrigan? I found that weird. Felemth can be very manipulative and I'm just wondering ifanyone else think that's the case here.

Well there are some developer notes floating around that suggest that Flemeth willingly gives power to Solas provided Morrigan gets her godhood (or something like that).   It also looks as though she is sending something through the eluvian just before Solas arrives.    So it could well be that she put some sort of marker on Morrigan so that when she sent her god essence through, it found her.  

 

Alternatively, it could be nothing or a mistake.   I was asking why the Inquisitor lit up when the eluvian was activated in the Temple of Mythal, thinking it could be significant,  and apparently that wasn't intentional, so who knows?
