PotA doesn't stack very well with static cage as they both serve the same function. Once you've cast one of them, casting the other serves little to no purpose. You could possibly use both for controlling a greater area or cast one after the other for a very long control duration, but there are next to no encounters in the game requiring that kind of crowd control - and keep in mind they're both basically henchman controllers, neither of them will work on bosses or other immune, tougher-than-average enemies.
Also, PotA works best with the fire/frost mine spells for affecting the enemies caught in the pull; without those spells static cage will perform better in almost all situations with its extra damage, including walking bomb. Chain lightning has a large enough area to catch all the targets in a static cage as it is. Rift mage still has the near-infinite mana going for it, but with your concept of focusing solely on lightning (and stonefist comboing still being broken), I'd recommend necromancer instead.

a lightning Rift Mage combo is what I have going. it's actually quite a bit of CC capability in some ways but I've got a fair bit of damage from different sources going as well. Energy Barage plus an upgraded static cage can be quite the shocking combination. PotA works on a few things that static cage doesn't but not much but it can be cast quicker if you need a repeat. But Static charge once upgraded can still be useful against things that it doesn't strictly work against with good positioning of your own party and the enemies themselves because the shock affects as long as they are in the circle. One of my strategies against dragons is actually to drop a static cage just after it bounces to a new spot to sit mostly on top of it and it will do extra damage along with everything your doing already and usually whatever your hitting this way if you do it right will stay in it for most if not all of it's duration. Bombarding everything with meteors is just a bonus.
Pure fun in my opinion though. And what I will likely do on my next mage would be the lightning necro combination... I get a kick out of blowing up corpses. I even enjoyed it in WoW and enjoyed shocking raids by using even fallen raid members bodies as explosives against bosses.
As stated before static cage and walking bomb work well together. Even before upgrading static cage. Horror should also mix into static cage well because static cage will deal shock damage as it pulls them back into the center as they try to run away. it may also deal damage from the dot aspect of it. I'm not sure. I haven't been using a lot of dots to find out. Somebody else may be able to confirm or deny this part.
the only downside I can see to the lightning necro combo would be that slow may feel a little lackluster for a focus ability so you may have to consider getting used to using the mark for that.
