i cant find him to ask to continue the book chapter in skyforge to continue cassandra relationship line quest

I think it depends which point of the storyline you're at, I had problems with other companions too appearing on different places in Skyforge due to storyline reasons.

 

As for your issue, three things come to mind where you might want to look.

1.) The Throne Room, near the entrance.

2.) Inside the barracks area near Cassandra

3.) Near the War Room

Also try saving then reloading on the same spot, if Varric still doesn't show up to where you might expect him to be.
