I found all the cashes that the Inquisition has hidden and I need to  Report cash location to  recruit white, I right click on him and he says something like I hope we get to use them soon but noting else happens. Am I doing it right or am I missing something?

You got all of them and, your quest says to report to Whittle? (There are five apostate caches to find.)

You can't recruit Whittle, you can however, recruit corporal Vale, but you need additional quests for that.

This is where it's weird.  He's called Recruit Whittle but you can't recruit him.   Once I found all the caches and said I'd show him the locations he said he'd pick them up later.

It is not weird - it means he is a recruit (as in rank), not that you can recruit him.

 

You do know there are military ranks:

Recruit Whittle

Corporal Vale

Commander Shepard

Major Facepalm
