Alright, so, I'm pursuing the Iron Bull romance, and so far, his tarot card has yet to change even though I have completed the "Tough Love" side quest. His tarot card is still this one: 

 

I can't really continue any sort of conversation with him besides wanting to talk about their relationship which only gives me the options to leave the conversation, kiss him, or break up the romance. I've read that some story progression will fix his tarot card into the romance card, but I don't know if that is true or not. I don't even think you can break up with him after completing "Tough Love," I mean, that sounds pretty like you're locking the romance. Lastly, I never got to hit Bull with a stick, but I'm not sure if that is supposed to affect the romance anyhow. 

 

Any help or suggestions would help, thanks.

Story advancement is the thing. I'm in the same place in my Blackwall romance PT right now. IIRC, beating Iron Bull with a stick happens after

Lol, I just got done with that but I haven't advanced beyond with my save after that. I probably have nothing to worry about, but during the personal side quest where you have to either sacrifice Bull's chargers or save them, that one elf guy glitched and there was no dialogue happening for him, and so, the whole scene just looked awkward with Bull arguing to thin air. I've read that for some people, it didn't change at all, regardless, but it could be exactly as you said.

I think you have to finish both "Here Lies The Abyss" and "Wicked Eyes" where his tarot card changes.

Well... I'm pretty sure that's all that you need to happen. In my game I locked things in with Blackwall shortly after meeting Hawke and her warden buddy in Crestwood. I've been back to Skyhold I dunno how many times talking with him, and all I get is Leave/Breakup/kiss for options too. 

 

Never had that glitch with Gatt (the elf), but I haven't done the Iron Bull romance yet either. if you choose to save the chargers, there should be a scene back in Skyhold when you get back from the Storm Coast,

where Gatt appears and informs you there won't be an alliance with the Qun. and then the next time you talk to Bull he gets attacked and stabbed by an assassin, then he throws the assassin over the battlement.

If you haven't seen that you could try leaving Skyhold then coming back and talking to him again. I dunno what happens if you sacrifice the chargers. Haven't done that yet.

Yeah, those things did happen. Gatt glitched during the cutscene after Bull called back his Chargers. Everything went smoothly after that.

Things should be okay. I'm looking forward to Blackwall's romance advancing, myself. It's been awhile since they did more than make out, over by the horses

If you did the mission where you decided the fate of his Chargers, the card will change to reflect your decision.

Even though the tough love looks like it'd lock the romance, it's actually a scene that happens later. You need to do another main mission.

Hmm, that's odd. It should have changed after you finished 'Tough Love'. That's when your relationship is supposed to be locked. So pretty much, once you finish 'Tough Love' you shouldn't get the option to break up with him, either, but you said you have it, so it might be bugged. I suggest just advancing in the main questline to see if it changes.

 

Also, I don't think the scene where you hit him with a stick is important to the relationship.
