Okay, every time I go to my war table to complete "Build Watchtowers" for the Farmland Security quest it says "Busy" underneath it in red letters. It says this no matter what I do. I've tried waiting, I've had all advistors free, everything - I have no idea what to do and why I can't complete this quest. Any help would be greatly appreciated. Thanks!

Sounds like a glitch. The 'busy' denotes that all applicable advisors are doing another mission - for the Build Watchtowers mission, Josephine or Cullen should be able to perfom this mission.

Have you tried resetting your system clock or, if on PC setting it forward by 5 years or so? Even though the advisers show not busy, something may be stuck in the game memory saying they are.
Just don't save until you correct your clock if on a computer.

When I went to turn the game on today and ran around for a bit it finally let me complete the mission. I'm still unsure why it was stuck on busy. Like Caradoc said, it probably was just glitching out. Either way, I've managed to progress the quest so all is well now. Thanks
