I highly doubt the rebirth of the Elven pantheon (or whatever plans the Dread Wolf has in mind) will be resolved via DLC. This deserves an xpac at least.
Solas, DLC or DA4?

The question is,
If Solas is thrown to DA4, does that mean DA4 is about the inquisition too? I would prefer another plot, another character, start over. I dont mind if Solas appears in that new plot, but that is how I would like it to be.
but..Solasmancers don't get closure.

That's right. The rebirth of the Elven Pantheon would be a fascinating story, for a DA4, not a DLC. But maybe there will be an option for Solasmancers in DA4 when we start the game and select our character (elf, human, warrior, mage etc.) to choose also if we romanced Solas or not, something like "select the type of relationship with the Dread Wolf romanced/friend". I would prefer to wait a year or so for a DA4 rather than a short DLC. Great things take time...

You mean just like this Mage/Templar war talked about at the end of DA2? It was the next big world event, yet in DA:I it was resolved before even getting to Skyhold.

Why not both? I mean, Bigby Solas' story seems far too big for a DLC, so if they continue the trend of new game, new main character, why not giving solasmancers the closure they deserve by some DLC story where we could have more clues for future game/s? It can be done in a way that doesn't force Solas into the narrative, because, you know, there are other romances in DA:I, and it's a win-win situation for everyone.

When would you like to backhand Solas?
I love the character, no back handing here. I think DA4 though. If there is any story related DLC I think there will be hints and bits of info that will let us infer a bit more of the truth without completely solving the mystery. I believe the next game is going to be heavily based in Mythal's plans and Fen'harel's desires. They've been building this up since DA:O - no DLC is going to be big enough to contain the epic conclusion to this Saga.

DLC can be anything from extra armor sets or a small side quest up to a whole new leg of the main story line. An Expansion will have all of that with a guarantee of new story line and usually new areas.
