What the headline says.
I click on 'create a new topic'. I click on 'manage polls'. I create a poll. I click on 'finish' and it all goes away.
What am I missing?
Could someone walk me through creating a poll in off-topic?

My first thought is to ask if you're doing it by phone, as I've heard some features won't work properly via phone. Other than that, I can only think of trying a different browser. Hopefully someone else has a better idea of what might be happening.
