In this current playthrough, my canon one, I really want to have an angsty romance with Solas where he breaks up with me when I remove my tattoos, and then get with Cullen and have a happier romance to finish the game with.

That would have been an interesting plot twist if possible!
No. In order to do this you have to break up with Solas in the final romance scene which means you wont get the vallaslin removing part of the scene.
There's actually a glitch that lets you romance them both. I can't remember how it's done, but ask in the Cullen thread because there are steps to it.

Yeah.. dudes really don't like it when chicks steal their heart's desire. 
You can romance Solas up to the time you go into the fade while dreaming with him and kiss him. When you return to Haven you can choose not to pursue it further and then you can still romance Cullen.
