I stumbled over an article on the net. It indicated Bioware was planning to release a modkit similar to the Creation Kit from Bethesda?

I wonder if this is just the 'Black Emporium' or something bigger?

The article:

Dragon Age: Inquisition': Mods and multiplayer DLC to look forward to in the new game

"Dragon Age" fans have something awesome to look forward to in the coming year, as developer BioWare announced that the third installment of its hit action-packed role player game will become moddable soon. The news about "Dragon Age: Inquisition" mods was confirmed by an article posted by Nexus Mods, a famous modding network.

Based on the post, BioWare is planning to come up with a toolkit similar to "Skyrim's" Creating Kit that allows players to make and share contents with other gamers with a click of a button. However, the update about the mod for "Dragon Age: Inquisition" is still unfavorable since the tools are still incomplete, and they can only support exporting and viewing assets. Importing the game is still unsupported at this time.

There's an NDA on the patch, so I'm not sure where they got idea bout a toolkit from.  The only things I know that are confirmed is that there will be a way to change character appearance, and that there will be a storage space.  They are calling it the Black Emporium, so we can probably assume that it's going to be like DA2 in that sense.

I know there are mods for the game, but this is the first time I've heard of BioWare releasing a toolkit.  There is a user created toolkit for DAI on nexus, but that's it at the moment.  I'd just be very careful about believing those sources.  There was a lot of false information prior to release, as an example, due to a couple of articles that got a lot of things wrong.   Unless it comes from BioWare, I wouldn't trust it.

I'll believe an official modding tool kit exists when I see it.
Bioware has maintained they can't do one due to licensing issues. They didn't create the FB engine or the tools to create the maps.

Would be awesome if it happened though.

DAI would certainly benefit more from a modkit than any other recent Bioware game, but I can't see it happening. As others, I believe it when Bioware accounces it.

I don't think they are same especially since modkit would benefit only PC people and Black emporium everyone.

Like if tons of games don't have modkits ignoring that fact... :P

Anyway, I read from several serious gaming sources ('Christian Today'.....I mean really?) and from this forum itself that it's very unlikely something like that would exist, mainly because of license issues. However, that hasn't stopped an unofficial modkit being developed in Inquisition Nexus....

....this is literally what the modding community's fan-made tools are already doing. An article in a teeny-tiny site that does not appear to even specialise in gaming media. Announcing old news about the multiplayer DLC.

This seems more like they failed to fact check. Or didn't bother to fact check. Or thought they'd get more clicks if they ran with it. It's the media, take your pick. I suspect they managed to stumble on the fan creation of DAI Tools and thought that was officially endorsed.

"Based on this thing we didn't link, and this post we didn't even record the title for, and these sources that are uncited...."

A toolkit would be awesome. DA:I has so much unused space and environments that could be filled up with content, and I am constantly amazed at the quality that modders can come up with. In fact, I trust the modders more than I trust Bioware at this point. They might even e able to fix the combat.

An official toolkit would cost quite a lot.

If you want to know what the patch and the black emporium will bring to the game. Read the blog post about it.

As for multiplayer dlc, one of the devs tweeted they were working on adding to mp but couldnt say more due to nda.
