DAO didn't have a storage chest. Came later with the Warden's Keep DLC.

so...is this over already? I'm starting to get more than a little upset at the fact that these signups are so short and the only real notifications are through twitter.

I can't tell for sure, but application for Patch 5 was closed very quickly. Like very-very quickly.
And I suspect it has regional restriction, but not sure.
And I would suggest you (if don't) to monitor PC Community Concerns thread, folks there are better informed in the matter, IMO.

You had to buy a dlc to get the chest in DA:O

Eh, the problem is that if they can't come out by that date- even for a seriously legitimate reason like 'it causes corrupt save files' 'it doesn't save properly' or 'it could launch russian warheads and start world war 3', people will go bat crap crazy so fast that it's just not worth it.
It's the same as any other popular game. I used to play WoW, you should see that userbase,

If I'm not wrong, last time it took around 24h after signing NDA.
But, once again I must repeat, more accurate information on the subject you'll get from people in PC Community Concerns thread.

Maybe my reply came out a little bit too harsh, sorry.
I was just trying to say that it will be easier ask there, you'll get a response more quickly and information will be more up to date, IMO.
