Much earlier in this thread I gave my answer as "pugs". But having thought about it, I think the most unreasonably overpowered enemy, the one that takes longest to overcome, is...:
Loading Screens.

Scions seem to shoot faster, more often, with low ramp up time and without aiming laser (like Phantoms or Ravagers). And that makes them so much more annoying than the other enemies.
Eh, those walls DO have holes in them that even we as players can shoot through, but I see what you mean. Nobody really expects a multi-platform game from around that time to incorporate actual complex collision geometry (whatever it's called). Personally I thought it was a nice touch. Once lag, pugs, Ea servers, etc enter the game, all factions become unbalanced and its up to you to either die an honorable death or rage gel/rage rocket your way to ME fame ![]()

Well if we're talking about "balance" (which is still a nebulous term) and not ease of killing, then certainly Phantoms take the cake as the most imbalanced unit - by far - in the game, because Cerberus would be nothing without them. The design also makes no sense, since the palm blaster is way OP for such a melee-focused unit. Most units in the game have a pretty clear focus, but with the Phantom they just decided to give her everything. Dragoons aren't overpowered but their design just makes no sense either...overall Cerberus wins the award for most poorly-designed faction going away.
That being said I also have a lot of hate for Scions and Praetorians. Scions are obnoxious because you're not safe in cover or out of it. Primes and their staggers are annoying, yes, but you're generally safe in cover. Scions, not so much. And Praetorians I find annoying because they're huge and yet move so quickly, and have nasty ranged *and* melee attacks. Get into melee range with a Praetorian and you're pretty much a goner, whether or not it sync kills you. The anti-power bubble is just icing on the cake.
So yeah...Cerberus most poorly-designed, Collectors most OP and least favorite of mine. Geth and Reapers I think are overall well-done.

Collectors to me are the easiest on Platinum by far. Once you understand their animations and tactics and just shoot them in their ****** insect heads.
I think Dragoons make perfect sense. They're cyborg berserkers, and lore-wise only a slight step up from Reaper troops in terms of intelligence. Their job is to charge in at an enemy and kill them in close quarters or die trying.
Phantoms on the other hand don't really make much sense at all.
