I need help with the motivations and events at the ball. Because, frankly, I'm confused. For example, why does Briala send that elf lady to Celene's room? In the hopes that I might kill her first and ask questions never? Why is Briala's control of the eluvian network never brought to light? What in-game motivation does the Inquisitor have to get Briala and Celene back together?

On a related note, why is proposing a marriage btwn Gespard and Celene, even if its shot down, not something you can do? The inquisitor doesn't know that Gespard proposed before and was rejected. It seems an ideal solution to offer. She handles domestic stuff, he handles military matters. She reins in his warring tendencies with other nations, he keeps her from going too fast too soon with the reforms and backs what she does do with his military popularity to counter the nobles' pressure. They both get their power and influence and everybody wins. At least, on paper. I'm not saying it would have worked or been accepted, but I don't understand why it can't even be offered. Isn't the joining of the two warring factions through a marriage one of the more typical ways these kinds of royal disputes were resolved?

You have to remember that the elf only assumes it is Briala.   it is Florianne's old room.   It could just have easily been that Florianne had discovered how to intercept Briala's messages and had set up the whole thing.   The elf admits that she isn't the only one who knows Briala's "secret".    We do for a start.    Why should her word carry any more weight than say Lelianna's, the left hand of the Divine?

Essentially everyone is out for themselves and scheming like mad to discredit the others, so it is hard to know who to believe.   You just choose the side that best suits your interests and play them to your benefit.  That is the Game.

Marriage is not put forward as an option because I assume that it has already been made clear that Celene is not willing to agree to any such alliance.   The fact that Celene has not attempted to either breed or nominate an heir is, I think, one of the reasons that the majority of your advisors think she should be removed because of getting Orlais into its current state.
