I want to be able to have them all or new ones. Also is there a way we could reset them at least? That would make it better.

You can't reset them. You can't have them all.
Some are absolutely useless though, so you don't even want them all.
Also, agents count as points spent, so you can forego on most of the useless ones.

The schematics are worthless, my 1st playthough I had just started getting some tier 3s and when I clicked on warrior schematics it gave me a bunch of tier 1s, thanks!

What I do is not taking any of the horses perks, none of the schematic perks, collect as much agents as possible and get anything that gives you additional dialogues, EXP and then I finally focus on more bottles, more focus and I pick the economy influenced perks last.

The following assumes you recruit all agents as fast as possible, and recruit Speaker Anais to Connections (to reach the necessary 4 agents + knowledge perk as fast as possible to get the 5 points necessary for The Short List).
Before Skyhold:
Level 2-5 Knowledge perks
After Skyhold:
Level 6 Advanced Focus (Influence Shop also unlocks at level 6, use it)
Level 7 Master Focus
Level 8 The Short List. You want to have this perk as long as possible because of how merchant restocking works, and mostly, if not entirely, for the armor schematics. Top Tier masterwork weapon schematics can be looted in the tombs in the Hissing Wastes. Hissing Wastes Merchant is easily accessible to any Inquisitor with specialization. You should get this around level 12 (experience) or something, as quickly as possible after Skyhold. Use the influence merchant.
Level 9 Deft Hands, Fine Tools or w/e it's called
Level 10 Tempered Glass Flasks
Level 11 and onward: whatever the hell you want, you have all the best perks now. But I'd get Enhanced Studies, More Healing Potions, True Grit, Antivan Tailoring and Extra Training.
To make the most of the Short List without having to relocate to Skyhold, save, quit the game entirely, restart it again to check the merchant, which is a huge hassle, I'd advise visiting the Hissing Wastes Merchant everytime you start up the game. Merchants, apparantly, restock each time the game is started up. This is not always visible because sometimes they 'restock' into the same stock. Don't save at the merchant, I don't think it restocks if you stay in the same area, but I'm not sure about that.

^^This. First of all perks which grant you additional dialogue choices, IIRC those are the only one that affects the story in some way.
