Maybe this question should be in the "spoilers allowed" section, if so, I apologize. It's a curiosity question, as I've faced 3 dragons thus far, defeated 2, and got my ass handed to me by 1. I won't say which dragons they were, but their levels were 13, 16, and 19. I was level 16 when facing the level 19 dragon and my 2 handed warrior never even got in a hit, which is understandable. So do they level up as I do, or do they have a level cap?
do dragon levels scale to the players level?

They have a level cap 
They don't scale up or down to the player level.

No, they don't change in level. They're always the same level every time you encounter them.

I'm pretty sure dragons are the only enemy type with a set level independent of the player's.

Thanks, people. Dragons having a set level was what I assumed, just wanted to know. I have plans for that lev 19 beast when I get a bit stronger.
