Although this is certainly an interesting idea, I don't realistically see it happening. On PC, Patches don't need to go thru an external certification process. For consoles, patches do need to go thru an external certification process. Patches cannot be released for Xbox 360 / Xbox One until Microsoft certifies the Patch. Likewise, Patches cannot be released for PS3 / PS4 until Sony certifies the patch. Since Bioware doesn't have to "jump thru hoops" on PC, Bioware will likely not pursue a Patch Beta test program for Consoles. Also and IIRC, Microsoft and Sony both charge developers to release final Patches for games (not sure about Nintendo)...
EDIT: This article explains what I already suspected, which is Bioware (read: EA) won't implement a Console Beta Patch test program because testing patches on Consoles would cost EA money...
