So my game on PS4 still rarely if ever has any party banter. Will patch 5 address this at all?

That didn't quite work for everyone; I'm not saying the patch didn't help, but I had to clear out codeces for a noticeable difference.

Banter still doesn't seem to work for me either. Also can still get a crash to desktop when Josie reports the result of a war table mission.
I'll admit the tinting and storage are nice, and I no longer get music when traveling to Val Royeaux. But those are the only changes I noticed after several hours of play.

I'm on PS4 and have had hardly any banter on this PT. On my last session I didn't have any over 2 hours of play. I think it was since the last patch.
Playing now and I've had one after about 20 minutes, so that's promising. I'll try the codex trick!

I must be one of the lucky ones. I've never had the bug and have had party banter on patch 2, 3, and 4. I'm holding off on 5 until I hear more feedback on what it does and doesn't do.
What about stonefist? Did they stonefist's detonator?

A chance for party banter is triggered every 10 to 15 minutes. Unfortunately, you can reset this time simply fast traveling, using a mount or even entering a combat, so it'n not a bug, but a poor choice of game projecting.

How do you do that?
Clearing out the codex? Go into the codex tab in the menu and look for the star symbols next to each category and simply activate them by clicking or going over them. You know it's been cleared out once all stars are gone. I have no idea if this works or not for the delayed party banter.

I'm certain that you're wrong about the combat. If the banter is about to trigger and you're fighting, then it'll trigger simply after the combat. It's possible that you're even wrong about fast traveling and mounts- I'm using these two things and there's no problem at all.
So maybe there is some bug if your banter resets by combat and other stuff.

No, not fixed for PS4. Personally it has gotten worse for each patch and playthrough, it makes the game so boring when you are running for miles (hours) in silence.
I will try the codex trick.
Love it when people claim it's fixed or it isn't broken when it obviously is very broken. I had far more banter from my parties on my first playthrough than I get now no matter who I have in my party so it is obviously broken.

Yep, this is what I do. Have no idea how this would relate to banter but the firing rate appears to have increased since I started. Noticeable difference.

Party banter was never broken. Some people just thought it was because they didn't understand the RNG behind it.
So BioWare changed it (making it worse) in an attempt to appease them.
Yeah I am sure it works peferctly fine when I stand still/walk around grabbing materials 60 mins avoiding combat and mounts and still fail to hear a single banter, working as intended.
It's also working as intended when I have heard about 4 party banters in my current 50 hour pt post patch 4.

Banter works on a timer that is randomly set anywhere from about 30 seconds to 15 minutes every time you load into a zone, enter a no banter situation or location (NPC conversation, in Skyhold, etc...) and every time a banter fires - that includes environmental comment from your party. The system also attempts to avoid repeating banter it has already played (though some repeats do happen.)
So, if you park your party in a safe place and leave the game running for an hour while you do something else (do not pause the game) and hear 2-4 banters or environmental remarks, it's working.
In my case it has always worked, just not as much banter as I would like but, it does work like it is supposed to.
