This mainly directed at the Devs, but others are free to comment as well.

I really do feel like much of Skyhold was under utilized and I feel like I have some really good ideas for improvement.

Your private room - 1. Sit at your desk and advisors and others come to you with various issues.  2. summon companions t for private conversations.  3. summon your LI for private time.

Dining room - Feasts for talking to and entertaining and conversations with visiting dignitaries.  I actually don't like the food tables in the main hall.

Dungeon - Talk with prisoners to to learn more about them and their reasoning and motivations.

Lower Courtyard - 1. Clean it up more.  2. Have troops training there.  3. Not always be in so much shadow.  3.  A stop for messengers' horses (just a couple with messengers mounting & dismounting to deliver messages.  4. A staging area for patrols and scouting units.

Main Gate - 1. Have traffic coming in and out. Occasional scout galloping in fast.  2. Side rooms have archers, ballistae & boiling oil/tar.

Near the stables - 1. Have supply wagons arriving and unloading. 2. Horse training ring.

Infirmary - 1. Should be present after first upgrade. Change the upgrade involving it to something else. 2. Larger with healers moving about tending to people. 3. Patients coming in and out every once in a while.

Mystery Library - Put Morgan and Keiran here.

Garden - 1. Add some statuary.  Maybe have the upgrade determine what types of statuary.  2. Add some kids playing.  3. Turn the room off this with the Andraste statue into a small chapel.  3. Set up one of the rooms off here as the alchemy lab for potion/tonics. 4. Maybe have the botonist giving a class/tour.

Underforge - 1, Move the potion stations out (see Garden above) and spread other stations out.  2. Add some apprentice smiths. 3. Have everyone actively working.

Towers and walls - 1. Barracks. 2. Weapon storage.  3. Archers posted on the walls.  4. Some trebuchets.  3.  Sergeants working/talking to troops.

Quartermaster - 1. Have a couple of underlings, one working at a desk, the other discussing various supply issues with the QM.  2. Traffic in and out. 3. People requesting things.

Various unoccupied rooms - 1. Have companions move into these.  2. Set 1 or 2 up for visiting dignitaries.

Other - 1. Give companions multiple landing spots, e.g., Sera could be in her room, or in the kitchen talking to "little people", Varric could be working in his room/office, or at the archery range, Cole could be in multiple places "helping the hurting", Vivienne could be chatting with Josephine or some important Orlesian visitors in that unused part of Josephine's office closer to the throne room, or instructing mages, etc. 2. and, of course, repair the parts that never get repaired.

Agreed, although it's possible they ran out of time to implement them fully. Also possible it's being saved for DLC.

I've noticed several areas that look like they were designed for additional material.
