a 2da is a table, a so-called x/y lookup

each row is a definition for something, and since the expansions add new things, they add new rows. Custom stuff can also add new rows ....

if somebody added stuff after MotB but then 'dropped the ball' before SoZ i guess they're to blame; on the other hand the .2da system *could* have been implemented to do some sort of on-the-fly merging. But also since parties A & B have already put in their two-bits, so to speak, so there's already custom content + a 2da system at all, then it becomes the third party that's responsible

Because the developers made a lot of new placeables for SoZ, and they listed them in the logical spots in the 2DA, which is after the previous expansion's placeables.  The problem is that some modders listed their placeables in those same spots, and they need to be moved into some free spots.

Well, for someone not really proficient with all that coding stuff, it's... complicated, to say the least

On the other hand all these mods are free stuff and allow the - somewhat willing to spend some extra work - player totally new game experiences.

A pity, that BW turned away from the easy to operate tool set in DA:O - DA:I.
