Dear god this is rediculous, now i'm getting that same "Error: Switch from current encoding to specified encoding not supported. Line 1, Column 40 in inter XML settings." followed by a blank error thing. after attempting to launch the launcher through steam...is there no way to win >.<

I searched the .xml files in Mass Effect 2 for "encod".
I see masseffect2launcher.xml in the game directory.
The first line in mine is <?xml version="1.0" encoding="utf-8" ?>
I don't know exactly what this means, but this is the first line ("line 1") and the question mark is the 40th character (maybe that's the same as "column 40"?
Perhaps you can check and see if that matches yours? Only thing I can think of.

Ok the game works but that damn error is plaguing the config so I cant import my characters and the DLC installers are crashing on me

try using the beta version of steam to see if it works? I couldnt get the overlay to work in battlefield 2 untili opted in for the steam beta. Its listed on the account menu in steam.

Line 1, Column 40 in inter XML settings. is the issue that I need fixed, I can't install any bioware game now and no one has answers as to why, i've searched for just the error and there has been no solution anytime it's been brought up. This is a major problem that for some reason no one cares to address...it cost me $60 that I can't get refunded either due to EA's customer service not responding with information on even getting a refund for the problem they refuse to recognize...so again, would appreciate help from the professionals who made the game or system that's at fault

List your specs to give us and idea of whats conditions you are running under.
