Well in Dalish tales it does say that Fen'Harel was neither god nor forgotten one. But the thing is, the Dalish have an extremely skewed view on their history...but it still does kind of make sense that in order to accomplish what he did he would have to be neither those things. To have the view of freeing people and overthrowing the pantheon(s) he would have to identify with the common people. Which I don't think any god (or even forgotten one) would do. To lower yourself to what the elven gods considered scraps and expendable materials...he would have had to either dissown his godhood, or not be part of it to begin with.
Which also makes sense that in order to overthrow them, he would need powerful allies...as made clear with his banter with Sera "why not take it all the way?" which means that he intended to replace the gods with a newer "better" government perhaps?
So then is his plan to release the gods? Now it doesn't seem so likely...
GAH my thoughts are everywhere!!!
Regarding Solas'(and thus the Pantheon's nature): I'm usually of the camp that they were very powerful elves. Possibly something we haven't seen, but when you break it down, nothing different. They were deified because of their specialisness however - see Geldauran's codes (raised up not by nature but by deed). I do think Solas and the gods for that matter were capable of caring for the common man. We see that with Solas in game. He very much cares about peoples' plights. I think that's where the disillusionment comes in. He spent thousands of years being part of this super-group. Sharing magical secrets and knowledge and is having a ball, but all the time the lesser people are in a terrible state. It wasn't right. Maybe he tried to appeal to them and they didn't listen and at the same time they clearly fought among eachother. Maybe Mythal was the only one that listend. the only one that cared but then she was murdered. and Why? We don't know. Maybe her murder was his breaking point.
So then he joins up wit other people who feel the same and you have the forgotten ones. people that were villified and turned into horrows by time and rumor. time has a tendency of turning events into confusing and poetic stories. look at the the inquisitor. the blessed herald of andraste, valiantly saved from the fade by a glowing woman. all i saw was my chick collapse out of a portal and she has a stupid fade rift on her hand. she's not really any stronger, she's pretty much still just her. that was just a year. imagine what you'll be in 3,000 years. probably a non-elf with a super hand that can fade rift mountains into nothing.
