Yes, I know about and I tested it, which is why I'm certain it's not a bugDethateer wrote...
Actually, it IS a bug. According to the savegame editor, it flags both you being nice and renegade to him.
I unchecked "intimitaded Conrad", started NG+, did a speed run to Illium and I can confirm that there's absolutely no difference, Conrad still says the same thing

Hm... I never got it (same old 20-colony victory cruise and whatnot).
Its funnier if you just shoot him and tell him to GTFO, you get a different news thing in the hall to the area of Illium where the weapon shop is.
