It's canon. Wynne gives him a sock back at one point and he puts it on because the one he's wearing is wet. OK, maybe all his socks are interchangeable, but honestly, I could totally see him wearing one striped sock and one plain one and not giving a fig about it.
Either Cullen does not wear socks or he lost at Wicked Grace worse than we thought. I'm pretty sure we see bare ankle there.

Vivian totally wears cashmere socks under her boots - only luxury socks for her, darling. Blackwall wears those white knee high athletic tube socks with the red stripe at the top. In my mind Dorian wears fun printed socks like navy blue with rubber ducks or umbrellas or something. I can't imagine Iron Bull wearing socks. If he does they might have a hole in the toe.
