I have scanned some of the discussion on the ease of killing dragons, using the Thousand Cuts.  Having just entered the Breeding Grounds in Emprise du Lion and facing off with the Hivernal, I decided to forego the Rift Mark, and use my focus to use the Thousand Cuts.  It was a waste of my effort, and my Focus.

Hivernal - Level 19 Boss, with about 280,000 HP.

Inquisitor - Level 21 Rogue,  - Attack Increase 30%, Armor Penetration 24%, Flanking Damage 66%

Cordova's Smile - 112 Damage, Master Fire Rune, for 329 DPS

Crafted Dagger - 106 Damage, Master Corruption Rune, for 355 DPS

Thousand Cuts (Tier 2) - 25 hits at 300% weapon damage each

In Tactical mode I selected my target, and chose Thousand Cuts.

My result, 1,000 points damage total.

Is this a bug, or am I missing something in my thinking I should have dealt more damage.

Don't people have the killers alchemy passive and chug 14 potions before they hit thousand cuts?

No, you just need to select the  Tempest specialization, then put 3 levels into it (Flask of Frost - Flaskmaster - Thousand Cuts OR Flask of Fire - Fury of the Storm - Thousand Cuts).

Although my Inquisitor has chugged at least 14 Frost Potions - they are very handy vs. Rage Demons.

Has it been patched?

Noticed that using flask of fire didn't prevent the focus from being used.

I don't usually use it too often, but does help clean up trash mobs real fast

There was no mention of it in the patch announcement.

I have not been using the Flask of Fire for anything, so I can't address that.   But watching the YouTube videos people post, where their character is doing 700 points of damage or so on each hit, I have to wonder if my game is glitched.

Ok, there are a couple important components to a Thousand Cuts one-shot.

First, as others have mentioned, Killer's Alchemy + chugging several potions is a critical component. One of those potions should be a mighty offense tonic, for its insane +100% crit damage buff.

Other things that help: gear (you won't get hit, so stack berserk items), Pincushion (applies to all attacks, including TC and dagger attacks), and Cheap Shot / Ambush to deal with the dragon's armor. Armor is subtracted from your damage before multipliers and crits are applied, so that dinky little 40-60 armor gets multiplied out to a couple hundred damage lost on each hit.

Finally, because of the stacking effect from Pincushion, it really is important to have Tier 3 focus, not Tier 2.

Here is the damage calculation:

final_damage = (base_damage * rand(0.95 to 1.05) - armor) * (ability_multiplier) * (1 + critical_damage_bonus + flanking_bonus) * (1 + attack_bonus + damage_multiplier + type_bonus) * (1 - magic_resistance)

From this thread for more detail on mechanics: http://forum.bioware...mbat-mechanics/

DPS doesn't matter except on autoattack. Abilities are the base damage on main hand as listed in attributes on the character sheet (in general, there are exceptions). Attack % is just a mulitplier as per above. Flanking may not count if you weren't flanking when you launched the attack. I assume that the 24% is your only AP bonus. So attacks ignore 24% of targets armor. Difficulty is a factor as well. So just some quick rough math:

1,000 damage on 25 hits = 40 damage per hit at 300% = around 13 divided by 1.30 for attack bonus = 10 damage base per hit, ignoring crits, difficulty bonus, rank bonus. Other modifiers reduce the base damage even more.

So your damage was only barely piercing the dragon's armor, possibly doing minimum damage, and so your damage modifiers had only a small base amount to increase. So you can see increasing your base main hand damage by 10 points could increase your overall damage by 1,000. And increasing your armor penetration, making sure you flank, attacking from stealth to land a critical, taking potions, etc all magnify the damage per hit.

So you need to understand the mechanics of the game in order to exploit them and effectively build your character and gear to use your abilities properly.

Thank you for your help.  I tried constructing a spreadsheet with this formula, but think I am still missing some important info about my target in order to properly fill out this attack equation.
