For armor tinting, is the material still consumed when selected? If I tinted templar armor with dragon bone would I consume the dragon bone? If so that kinda makes me upset since dragon bone is extremely limited

You would consume 1 Dragon Bone yes, not a big sacrifice imo or you could just go Volcanic Aurum for a similar look
