It wouldn't hurt to give a general idea as to some of the major improvements, especially considering multiple people have asked you to clarify what you mean by a "big leap forward in technology and game design".
I mean, if you want there to be discussion value you usually end up having to explain why you hold the opinion that you do. That's how discussions work =P
Otherwise I can just take Shadow of Mordor and claim it was that jaw dropping game because it was "a big leap forward in game design" and not bother to explain anything about why I said that, and this discussion will be entirely pointless.

The improvements to the A.I. and the graphics engine from Morrowind to Oblivion. Characters had routines and would actually travel great distances in some cases and could possibly die on their way there. People in cities would go to sleep at night and such. This was a huge improvement for the sandbox and was made possible because of a new generation of hardware. Graphically speaking, Oblivion was a true generational leap over Morrowind. They added a physics system, HDR lighting, real-time shadows, high resolution textures, etc. Again, it was made possible only because of the new hardware.
I have yet to see the jump from Morrowind to Oblivion with this current generation of consoles.

I read a while back that the 360 and PS3 versions of Shadow of Mordor doesn't have as robust of a Nemesis systems as Current Gen does; they had less variety in the enemies for it. I guess it couldn't handle it, like Current Gen can?
Also, Rockstar wasn't able to get Grand Theft Auto V's first person mode to work in the previous gen of consoles due to processing power, but they were for Current Gen.
The leaps have been more like small skips, but they are present. I think they just haven't been utilized all that much because developers have been releasing most games for both generations and don't want an inferior version of product out there.
I can't wait to be blown out of the water though, I hope it happens soon and is like the conversion from Morrowind to Oblivion.

Also due to backwards compatability, you are able to create previous generation products on current generation. The generation acts as a union or superset

And part of the problem is that there's an asymptote (what the heck, Bioware, that's a word) there, and as you approach it the rate of change decreases.
I can draw a block on piece of paper. I made an 100% increase in number of blocks (from 0 to 1). I can add another. I made a 50% increase (depending on how you look at it). I add another. I made a 33% increase. And so on. Doing more and more impressive things requires more and more effort for less gain.
I personally feel like procedural generation is the future, along with complex systems (and the accompanying emergent gameplay). Procedural generation is (very simply) a way of telling the computer a bunch of rules how it does something and then letting it do it on its own. I feel this can eventually be used for some of the more task-intensive parts of games that AREN'T intended to be directed experiences. Narrative and cinematic-heavy games will always require more work. But if you can get a system that procedurally populates your game world with trees, you can vastly speed up the process (and in fact, this is done majorly with Speedtree). If you can get a system that procedurally textures your game objects based on a few settings (like setting the material and color), that would vastly improve the process as well.
Another question for you: what further improvements do YOU think there are for the sandbox? Developers aren't magic gurus who have a top hat full of ideas, they're just like you and me. Maybe they haven't found the next best improvement. I think it's AI. Others might not.

The additions of the daily routine was awesome for the game, I agree.
Graphically I think you're not going to see another big jump for a while. You need to increase the technology exponentially in order to get the same jump which normally wouldn't be an issue, only our technology growth has also slowed down because we're creeping up on the limits of what the silicon chip can do.
Of course you can also run into the issue of not having much more to add in those areas. If you've already got a physics system, fancy lighting, and real-time shadows all you can do is refine those things to make them more realistic than they already are. I think at this point we're pretty much done with major graphical jumps without a breakthrough in technology.
As far as other non graphical things go, I think a part of the issue is that developers are clinging to the last generation. Inquisition was still on Xbox 360 and PS3, as are a number of other "next gen" games. It means you can't get quite as crazy with your ideas because everything needs to be able to be scaled back to last gen hardware.
I think once we ditch the last generation for good we'll start seeing more improvements.
Personally I'd love to see more reactivity in NPCs from games. The AI might have been jaw dropping in 2005 but this is a decade later, and it feels highly scripted in that NPCs pretty much just stick to only ever doing that routine.

That could just be lazy developers or more likely a rush job. The Nemesis system is just random perks/skins/classes.
