really why won't game let you get more members of old team? I know
there garus and the one alien chick you can have but what about rest
why can't we have them if we choose?

There are also rules to prevent this. Those rules are readily available and you are reminded on the description. Any lack of following those rules is the poster's fault.

The Bioware people have actually addressed this in interviews. According to them, they wanted basically any of your teammates to be able to die in ME2 (it is after all a "suicide mission" so to speak), but they needed those original teammates (like Ashley) to be alive for ME3. So they made them unrecruitable.
