I literally just loaded my first playthrough to check, and Dorian has assured me he intends to stay in the South. But the only option unlocked is "Dorian returns to Tevinter".
Dorian bug with Inquisition section of the Keep?

Same here. 3 of my 4 playthroughs, Dorian told me he was staying (once for Iron Bull, twice for my Inquisitor's friendship), but I only have the "returns to Tevinter" option.

I think there's a bug in epilogue conversation with Dorian that sets the wrong flag, because he's only stays in the South if you don't speak with him during the party scene.

If it's a bug then I have it too, even though in all my epilogue conversations with him, he always told me he would stay. Kind of a bummer tbh.

Are you guy sure? Pretty sure he says he'll stick around but DOES plan on going back eventually to help change thing in the Imperium.

I replayed it 2 times with the same save file and listened to post-credit dialogue:
1. Romanced Dorian + talked at the party: "It will be difficult to return to Tevinter after all this. And leaving you? Most difficult of all. I'd almost rather let the Imperium rot."
2. Romanced Dorian + not talked: "Staying in the South could prove interesting. One's always warmest next to the fire." "That's the only reason you stayed?" "Not the only reason."

Okay, I thought I was just losing my mind - very first time I played the ending I could've sworn Dorian said he was staying in the South post-epilogue. In fact I distinctly remember that the first couple times I played the end (I played the ending with my canon inquisitor probably close to 7 or 8 times; mainly because I kept going back and finishing quests with Varric, Sera, Solas, and taking Solas on random quests that I thought would be interesting to hear his take on)
However the last couple of times I played through he started saying he'd be leaving. I haven't done anything different with him before the final battle; and I've always done the same thing during the final battle (brought him with me to fight Cory, and talked to him at the party) yet at somepoint he switched from deciding to stay, to wanting to leave. 0o
Either way, the only tile open to me is the one saying he plans on leaving.

The only one I have is the 'Dorian Returns to Tevinter' tile despite his being friends with the Inquisitor in all four of my completed playthroughs (probably not important, though). Since that seems to be one of many tiles not working properly for me at the moment, I'm not too concerned. It's not as though I'll need it for some exciting DLC coming out tomorrow or anything like that. Then it, along with my missing Solas Romance tile and my 'What's the Iron Bull doing post-game?' tile, would be rather concerning to me.

I spoke to him at the party and got the dialogue about him staying, then didn't speak to him after the credits -- in the keep it says he stayed. I think the dialogue when you talk to him in the epilogue is glitched and that's whats changing it to say he left.

Also, why is my keep only showing the slide saying Dorian and his dad didn't reconcile when they obviously did in my game.

I have a variation of this issue. I have gotten the correct tile unlocked in the Keep, but the post-game dialogue is always wrong (5/5). So something is fishy indeed in flags upon completion as he explicitly states he is staying. Interestingly also I get the wrong Jaws of Hakkon banter too (I get the neutral option every time). It has never occurred to me not to talk to him in the party though. Next time I clearly have to just ignore him and strut past in my pjs (Edit: however when I did this as a curiosity with an old save, Dorian returning to Tevinter unlocked in the Keep, so to me the correct one was to actually talk to him- it then also acted correctly in Trespasser too i.e. he stayed if I spoke to him, even though the dialog after the party was incorrectly stating he was returning).
