There is still activity in all platforms, according to what I read here. Do you have all the DLC installed ?

install all the multi-player dlc packs. all of them are free.
You likely won't find anyone if you don't do it.

also, add a friend in your platform from here and try to join their game. you will automatically figure out what is the problem. like DLC mismatch or need to update patch or something.

You need to install all the free DLC packs otherwise you will not be able to connect with the vast majority of players who have installed them. The playerbase is still quite healthy and you can still find games instantly.

This. I very often find N7 < 120 on gold, way more than before. It is good to have new people playing.

If you still cant find any games, place a red {x} by your name and start the game, on Wave 3 you get Grunt as a teammate to help out, on Wave 3 Miranda or Jack will spawn with you, and on wave 10, Liara will spawn giving you 3 other people to play with to finish the match. If the few people who still play this dying game are still around they will spawn and replace those other squadmates

- Install all free MP DLCs
- search for lobby/game, wait 5s, quit search and repeat if nothing happens
- after a couple of attempts you will find a lobby or an ongoing game to join.
- if that is not working: quit ME3 (not just the MP part, the whole game) and restart it try again.

"Dead" could be subjective to each individual but I believe when most people say "dead", it's mostly from an entire player base perspective in which case ME3 MP is mostly dead

The PC version at least still have a healthy population. There are actually more ME3 multiplayer streamers on twitch during the last 3 months.
Never too late to start, enjoy the game.
