I was thinking of getting rid of fire mine but I keep reading various posts stating that it is a core skill to have,so I assume I do not know how to use it.
I usually place it where I think enemies will walk, but they just go around it. I would guess that my fire mines probably go untriggered 90% of the time and are still on the ground after a battle is over.
Would someone please tell me how to use fire mine properly (where to place it, when, etc.)

If your enemy is targeting you, place in front of them so when they close to you they walk into it. If they are fighting a tank or someone else, drop it under them. Generally I will throw it out, frost step to them, and then fade cloak. If I do it right, they are hit with frost damage and then firemine and fade cloak at the same time. It makes for some really juicy damage.
I almost dropped firemine as well. But once I got a seer staff with about 50% crit, the damage firemine pumps out is so delicious it would be crazy not to use it.
If you think about it, it's just like fade cloak. You have to use an ability that is timed, and make sure the enemy is in the right place at the right time. If you can use fade cloak, you can use firemine.

Drop under the tank or the enemy? Will it trigger if you place it under an enemy - mine never does if I do that.
I drop it under the enemy if they look like they'll be standing still for a few seconds. Archers rarely move so they're a safe bet. Firemine triggers for me after a few seconds if someone is standing on top of it.
I drop it toward the enemies that are a bit away where I think they will come toward me and cross it - works 99% of the time that way. They are intent on getting to me, but BOOM before they get there. That leave one or maybe two I can easily hack to bits.
Right in the middle of the Pull of the abyss AOE, normally. It's carnage.
