An enemy is say frozen, will the AI be smart enough to try to use a detonator for combo damage?

The AI actually puts priority into combo detonations, that is one of the very few things they are actually good at.  As long as they have enough mana/stam to activate the skill and its not on cooldown, they will do it.

The only problem you should keep in mind is that the fastest companion will detonate the combo first, disregarding whether that detonation will be the one doing the largest amount of damage. So, for example, if you are a mage and you freeze someone, and there's another mage in your party with "dispel magic" available, the mage will do the eldrich detonation almost immediately, which is sub-optimal compared to a detonation by a rogue or a warrior. So you may want to remove the detonator skills from companions that share your class, if they are too fast.
