Okay, I can't be the only one who was annoyed with the fact that this guy is a random spawn, and that quest is not in your journal until after you kill him and pick up the key. Worst of all, one of the most useful tonics is tied to this quest. I spent an hour looking for him and he never shows up. I'm beginning to think that I've already killed him earlier and missed his loot bag. That's just great. At least make it so he respawns if you fail to pick up the key. Oh, and I did enter his cabin and checked the door already.

I had the same issue once.
Searched every inch of the Coast and thought I missed him and left the Storm Coast.
Came back at a later date for a different mission and the guy just appeared out of nowhere.
So leaving and returning might reset his spawn.
