I created a world state with the Dragon Age Keep, calling it "Howling Progression". In this world state, the Hero of Ferelden was a dwarven noble. I exported "Howling Progression" successfully with the Keep. When I created a new game in Inquisition, I successfully imported a world state when prompted, but I did not discover that the world state I imported was in fact a default until roughly a collective 17 hours of playtime(in real life, one day and a half) later, when I got the codex about him - in which the Hero of Ferelden was a Dalish elf.
I should note that this did not happen with the first game I created in Inquisition, I loaded a custom world state with no nasty surprises. I did not download Dragon Age Keep. I log in and create custom world states the Keep domain. My OS is Windows 8, 64-bit.
This did not ruin the game for me at all. However, it was a frustrating discovery, especially since I'd been playing the game for hours without realizing the world state of my new game was not what I thought it was. I'm not certain whether this is a bug with the Keep or with the game(likely the latter).
I could recheck the Keep from now on every time I create a new game with a custom world state in Inquisition, restarting and recustomizing my character's mug each time, which I'll have to do in the interim regardless. Alternatively, this should never happen again.
