I've had this issue on my second playthrough for a while, since at least before the third patch. I cannot get the conversation with blackwall about the dog to trigger. At first I thought that was because his approval was too low, so I started taking him with me to collect Grey Warden artifacts. And when that didn't trigger then, I started killing Darkspawn in Valammar for the "slightly approves" bit. And now killing Darkspawn doesn't trigger that- to the point where I think I've maxed his approval, but the conversation still won't start.

 

Does anyone have any advice? Is there something I can do with Cheatengine to force the conversation to start?

Take Him to the Storm Coast and kill Darkspawn there, you should gain more approval. If it still isn't enough go on and do Adamant, have wardens stand down, then recruit them to the Inquisition to gain Blackwall's approval there. If It won't trigger by then, I'd say it's glitched in that playthrough.
