I have had this since day one.

 

annoyingly it has stopped me from using the Ranger spec for the rogue, but it comes with a whole load of other setbacks.

 

There must have been a little mod created by now to prevent the same spell or talent being used (via tactics) multiple times in a row if it doesn't happen immediately.
